The community water system installed for the homes is owned by the authority. So for both the governmental and civic agencies, their responsibility is in maintaining and operating the water system, and it is the responsibility of the authority to ensure that the standards for water supply are met. The authority, however, is loath to interfere and will often take the view that it is not appropriate for them to do so.
The opportunity to conduct such research and get feedback from the authority and thereby strengthen the Code of Practice for water services are available only if applicants approach the authority directly, not through the Singapore Citizen Initiative Group’s (SCIG) Complaints Procedure.
Moreover, Singapore’s child protection laws before the Act include the Child Care Act, which was passed in 1979. As with many other countries, the Child Care Act expressly provides that corporal punishment is an acceptable method of child discipline; it states, for example, that “[t]he parent or other guardian of a child may cause, or allow to be caused,… physical punishment or other corporal punishment as a method of child discipline.”[6] Over the years, the courts and legislature in Singapore have given explicit recognition to the fact that parents have the sole responsibility for the discipline of their children.
The protection of the rights of the child under the Act, alongside the strict prosecution of anyone who commits any criminal offence against a child, also includes support systems and specialist agencies to safeguard children. These institutions provide services for all children, whether physically or mentally disabled or chronically neglected, and sometimes come under attack for not acting sufficiently quickly and adequately against those who abuse them. These institutions play a major role in the treatment and care of these children alongside the line agencies.
